Is PDX1 Bonded (40 S&W 180 gr) the same as the Winchester Ranger item the FBI just adopted? Some of the advertising seems to imply it is.

Is PDX1 Bonded (40 S&W 180 gr) the same as the Winchester Ranger item the FBI just adopted? Some of the advertising seems to imply it is.
According to a conversation I had earlier this year, right after the Shot Show, with Paul Nowak, Senior Technical Specialist at Olin-Winchester at the East Alton, IL plant, I believe it is. Actually, what he told me is the RA40B ammunition is the same as the Q4355--the designation for the FBI ammunition.
Directly from Winchester regarding Ranger Bonded vs. PDX1:
"In 38 special, 40 cal and 45 auto the projectiles are exactly the same. In 9mm the projectiles are different."
The 9mms look the same to me, but I guess they built them, so what do I know.
Doc would you consider the Winchester offering in 40 S&W-180 gr (PDX1, Q4355, etc) to be equal to HST's?

It seems like there were some inconsistencies in expansion through 4LD. I'm curious to see if DocGKR has done any further testing on it.

One test with a bad lot is not significant and has occurred with many vendors and ammo types, including HST, Gold Dot, and Ranger Talon; the Win Ranger Bonded is a generally a good load, as proven in many tests and I would not feel bad about carrying it.
