Anyone know what this G26/G27/G33 LE ONLY magazine w/"+" floorplates is? Departmental only or can a LEO order this?

It should be the factory 10 rd mag with a factory +2 bottom on it. If 12 rounds is legal in MD then you should be able to order it.

I purchased a couple of 11 round LE mags for my G27 about a year ago. since the AWB sunsetted in '04, they are generally legal, unless restricted by a specific state.
I did not like the rather large floor plate, so changed to the Pierce +1 and am happy with them now.

Be aware they are only +2 in 9mm, +1 in .40 and .357Sig.

Did you consider running G19/23 mags with mag sleeves instead?

IIRC the factory "LEO" G27 mags are +2 compared to standard mags, 11 rounds vs 9. Base was too bulky so settled for 10 rounds with Pierce +1 base and better concealibity, with adequate grip surface.
Don't know about the G26 LEO mag capacity.
