Do contracts like these normally go to Glock, Inc. or do smaller dealers/distributors also get awards?

I can't get to the link, but most bulk contracts (say: 50 guns or more) are negotiated directly with the manufacturer. It generally means the buyer gets the best price.

Not sure why they'd post this online but to clarify it was 188 G-26's ordered and a shitload of standard magazines, +2's and 33 rounders.

Yeah, I think these Glocks have been purged of all sensitive electronic equipment :D
