My cousin has a DPMS and he didn't know about checking the bolt carrier for proper staking. He said he hasn't shot it a whole lot but has shot it some. How can you tell if it has moved or not. If it has moved, how do you know where to tighten them back to?

The proper way to do it would be to get a torque device that measures inch pounds (not foot pounds!) and get the proper driver bit for it that fits the carrier key screws. Unscrew the screws, and re-install them to the proper torque value (can't remember what it is off of the top of my head). Then stake them in place.
Take a look at chapter 3 page 0013-1 to 0013-3 of the 23&P

Thank you, Quib. I had seen this note before but couldn't find it on my hard drive, so I went with the M4C summary instead.
