I have a question regarding shipping a complete 16" M4 upper with BCG to the peoples republic of Kalifornia.
any potential legal issue should I declare it as an incomplete rifle to the USPS and insure it as such?

I wouldnt think its a problem as its not a restricted item there, but at the same time I dont want to get in trouble.

thanks in advance

upper receiver isnt considered a firearm but I dont know if there are any evil features on that upper like bayonet lug etc that are against Calis AWB laws.

If you live there you're SOL as far as I'm concerned. Everytime I've tried to make it work (firearms not parts) it turned into a mammoth headache and jumping through hoops. I don't even go there.

If you're a firearms enthusiast in Kali, move.

I guess Ill err on the side of caution and not ship there.

Bayonet lug is no longer an assault weapon characteristic in CA. You're 100% in the clear to ship ANY kind of upper to CA.

This is true.

You can even send SBR uppers there (they use them on pistol builds).

If you want to send a compelte lower there, you just need to install a mag-lock for us. Takes all of 30 seconds to do. A stripped lower can be shipped as is.

-edit- A few lowers are banned by name, so this is where it can sometimes get confusing for people.
