I am needing to know if it's ok to sell a complete upper to a California resident. I have never run into this before, but I have an opportunity to sell an upper and the guy lives in CA. Any info on this issue is much appreciated!
Yes, it is perfectly legal to sell any upper to a Californian. It is just part.

No issues with selling an upper to a Califonia resident. Of course all NFA rules apply.
It is a standard 16" M4 upper. No SBR, just a factory LMT upper.
I will add that if it is a SBR upper, AND this person is going attach it to a complete lower, you might want to persuade this person not to do it.

That being said, there are a number of guys running AR pistols here. Plenty of shorty uppers running around.
NFA rules as they apply to an SBR. If the bbl is >16", no worries.
Yup, it can be used on pistol too. The point is, YOU (the seller) don't have anything to worry about when selling the upper to a CA resident. The recipient (buyer) must ultimately comply with the law.
