i know that you have to be 21 in order to buy a stripped lower from a dealer, but does the same rule apply to a complete lower (stock, grip, lpk installed)?

Wouldn't a complete lower with a stock attached be transferred as a long gun? i.e 18 years of age required.
Unless there are some state or local restrictions I'm overlooking.

yea I believe a lower with a stock attached will be considered a long gun, it wont be re-registerable as a pistol AR.
sounds good, as far as i know there is no NY specific prohibition on this but ill call a dealer when it comes time to buy.
