Being very tech savvy I have to disagree.

There are many ways to practice "safe surfing" and go into and out
of virtually ANY place on the web undetected.

It all depends on your knowledge on how this whole interwebs work.

HINT: there are no magic elves or spells needed, only letters and numbers. ;)

You'd be shocked to know what can be recovered from your computer and what your ISP provider can tell law enforcement about you and your surfing habits. There are all kinds of guys doing serious prison time who thought the contents of their hard drives were sacrosanct.

there are several techniques for using "ghost" routers where your IP address is supposedly masked before being sent out, along with some software that claims to change your IP addy. I've checked out some but still not convinced their methods are effective. As pointed out earlier.....best advice to not say anything, you wouldn't say to your grandma.

Web proxies will hide your internet history and they do work. I got in minor trouble while I was in the navy for using one, but that's all they could tell, that I used one not where I went after.
