I searched for other sources, but realizing it is the 'Internets' after all, I thought I ask the learned members here: Could this be true? If so, will ROE's possibly change?

Five US troops serving in Afghanistan recently fell ill after a suspected chemical weapons attack. Four or five members fell ill after the attack. One soldier is very sick. They are having trouble breathing.
I am waiting for more information. I should have an update by morning.

In 2009 National Terror Alert reported that Al-Qaeda and the Taliban had developed some expertise in making bio-chemical weapons.

The al-Qaida-Taliban combo plans to use parts of the Middle East as launch pads for attacks against the west. Not only so, the groups have also developed some expertise in making bio-chemical weapons, NWFP police chief Malik Navid told a Pakistan National Assembly’s standing committee.

Navid warned that the Pakistan government needed to urgently focus on containing militancy as it spread from its bases. “Taliban’s philosophy is to create pockets everywhere,” he said, adding that jihadi groups were moving through southern Punjab and eventually aimed to reach the financial hub of Karachi.

Earlier this month on May 10, 2010, Stratfor reported on a chemical weapons attack on a girls school in Afghanistan.

Recently, 17 students at a Kabul, Afghanistan, girls high school fell ill and had to be hospitalized, along with several teachers. Doctors at the hospital agreed that it was some kind of poison, but have not been able to identify it yet. All the victims smelled something odd when they got to school, then fell ill, with some of the students losing consciousness. This is the second such incident at this school, and there was a similar attack at a girls high school further north. The Taliban have been known to attack girls schools, including injuring or killing students with gunfire, explosives and, in at least one case, acid thrown into the faces of students. Now it appears that poison gas has been added to the Taliban arsenal.

No Mustard is not chlorine. You're thinking of Phosgene.

A mixture of Ammonia and Cl and would produce the same effects listed and are commonly available.

Weaponizing Chlorine gas is highly problematic and poses a lot of danger to the user as well as the victim.

To me it seems like an ad hoc kind of situation so more information is needed about the alleged "attack."

They tried to run a car rigged with a chlorine bomb into an Iraqi Police checkpoint one time when I was over there. The IP's in our AO had no understanding of the concepts of EOF, geometry of fire, or knowing what is beyond your target, so, needless to say, they opened up on the car with everything they had. The driver was killed and the car careened into a civilian apartment building. We had to carry our gas masks around with us for a while after that.

At the end of that deployment we were cleaning out our HMMWV and found our boot Doc's gas mask in the back with the training filter attached
