Lower receiver question

I have tried the search button numerous times but when I hit search it says web page unavailable. I know I have seen the answer on here before but since the classification of lower receivers has changed on the 4473s, I can build a pistol AR on any lower if I just bought it? I recall they are just receivers now but I want to make sure before I go ordering parts.

From My understanding...
If the lower receiver is a new stripped lower, Then the seller should be able to mark on the 4473 the both check box. Then you can use the receiver for either pistol or long gun.

I think the ATF stopped this a few years ago. Even stripped lowers are designated either “rifle” or “pistol” when they leave the factory.
