Are A2 Govt profile 20" barrels light or heavy under the handguards? For instance, doing an A4 clone, will it have a light or heavy barrel. Using a Bushy 20" A4 as a base, which has a HBAR and was a ban model so I need to get it unbanned.

USGI A2 barrels are light under the handguards. The idea being the M203GL mounts without having to change anything from the A1 days. The exposed visible portion of the barrel is the heavy part.

What is the intended usage? Pencil barrel would be nice if it's not gonna be a benchrest shooter.

Ross is dead on. The M16A2 and M16A4 barrels from behind the front sight post to the upper receiver have the same measurements as the M16A1. The difference between the A2 and A4 barrels are, the A4 will have an F marked front sight base (for use with flat-top upper) and the A2 will not. Both A2 and A4 barrels will be marked forward of the front sight base with manufacturer name (C for Colt or FNMI) MP 5.56 NATO 1/7.
