The AR-15 is the Colt name for the civilian version of the M4.

Anyone (that lives in a free state, and can pass an FBI background check) can have one, given they take care of the right paperwork first. It has to have been made before the machine gun ban, and be registered as tradeable on the list the ATF manages.

M4 is a term used for military AR15's in the carbine legnth. They have the firing option of semi auto and three round burst. An AR15 is the rifle's civilians can own only letting you fire at semi auto. Im sure folks here can elaborate a little more than me.

When the military replaced the M14 the rifle issued was actually called an AR-15. Think of any vietnam movie you've seen; The traditional AR-15 has a fixed stock, 20" bbl, rifle gas system. When the design was finalized and the chrome bore/chamber and forward assist changes were made, the rifle became the M16. The M4 is based on the M16 platform but specialized for close quarters situations. Most AR-15's today resemble M4's with collapsible stocks and M4 feed ramps. A true M4 will have shorter than a 16" bbl. For all practical purposes, the only difference between an M16/M4 and an AR-15 is the fire control options.

There are transferable M16's on the market. The M4 was not designed until after 1986 (NFA year), therefore there are none registered with the ATF that can be transferred to a civilian.

To get an M4, you need to enlist in the military.

If you want something that is super close to being a real M4 without enlisting, you'll get a Colt 6920. The differences between the two are minor

AR-15 refers to a family of weapons in which the M16 and M4 are apart of.

Novices will refer to an AR-15 as a civilian rifle but that is not really correct.
