I am a big fan of the Picatinny because you can take a scope off one rifle and put it on another in a few seconds. If all is well with the rail alignment you don't need to adjust the scope much. I set up a Remington M700 375 RUM with a Leupold two piece base. To my dismay I found I could not move the scope to an AR. The pitch of the cross slots on the two bases did not match the Picatinny pattern, not from the front base to the rear base which were out by about half a slot or on each base which pitch was greater than the standard. I just removed and replaced them with a one piece base that has the proper slot pitch. I used a 20 MOA base, not because I need the elevation but I can't think of a reason not to. I have never run out of adjustment trying to bring a group above the crosshairs down. I have run out of adjustment trying to bring a group below the crosshairs up.
