Why is my Lower LE marked?

I have a LCW lower, mine was bought back when LMT was making them for Lauer. I think superior arms makes them now. However, its got the " restricted for law enforcement yadda yadaa.." stamp on the mag well. Im curious, if it was in fact manufactured during the AWB, it still wasnt illegal to own it, so why the restricted markings? The AWB as we know just limited cosmetic features such as flash hiders and 6-position stocks.

Yes that I know, Im just puzzled as to why its marked in the first place. It wasn't illegal to own it, even during the AWB.

Yeah Ive seen people actually request that marking for novelty reasons, I didnt think that was the case for mine, but maybe so.
