I am about to start a second AR build. My question is: Is a 14.5" barrel in a carbine legal? I see them all around, but can the average Joe have one? I have a 20" now and looking for a shortie.

Anything less than a 16" barrell would be considered an SBR (Short Barrelled Rifle) and would require NFA approval.
You CAN get a 14.5" barrel with a 1.5" pinned Flash Hider / Compensator, making the PERMANENT barrel length 16".

Please note that a standard A2 flash hider is NOT long enough to make a 14.5in barrel legal. You would need either a marginally longer barrel (14.7in I believe, but don't hold me to it) or a longer muzzle device (like the A2X from BCM).
edit - Length fix...
16" is what is legal without a SBR tax stamp but you can do a 14.5 with a pinned or welded flashhider as long as it makes legal length.
