Here is some ammo a friend gave me. Its been sitting for a while, and is marked 81 for year. Looks like Chinese, copper washed. Some is worse than others. The stuff on the left is how some of the worst stuff looks. One in the middle is a pretty bad one cleaned up. Some tarnishing remains. Rounds on the right, are ones that cleaned up well - didn't start looking so bad to begin with. Is it safe to shoot? I assume the insides look the same in each round.

I would pull a bullet and see what one looks like inside rather than assume. I don't know how to tell if they're any good other than test firing. Either they'll go bang or they won't. Wear safety glasses and hearing protection.

personally I'd shoot it as long as it was just surface issues. That stuff was made to last.

I'd shoot the hell out of it.

Not too awful long ago I bought 100rds of WW2 era .45 ball and it shot just as good through a 1911 as anything new.

Shoot it. Tumble the ugly ones if you want to try and clean them up a little, I guess. I also have ammo from WWII and it goes BANG every time, just as well as my handloads..:D

As long as there are not deep gouges, the pitting isnt too deep, bullets or primers arent loose or powder pouring out, they should be okay to shoot. clean the dirty ones up a little to see if they are damaged. corrosion isn't a cause for lot failure unless its pitting.
