So what are your picks for the best NON-electronic over-the-ear hearing protection? Comfort, durability and noise reduction are my key parameters.

I found that these work very well and also allow you to hear normal conversation. They are also very comfortable. They do not work as well as electronic hearing protection, in terms of allowing you to hear, but they do work quite well.

ETA: They are also comfortable over eye protection because they don't press on the ear pieces.

Before I purchased electronic ear-pro I used the Peltor 97010 Ultimate- 10 for a few years. They are cheap, fit me great, and are very comfortable even during long range sessions. I bought an extra pair for guests that I bring to the range.

I'll second Mark71's choice of the Peltor Ultimate 10. I have a couple pairs of these. They have a pretty good noise reduction rating at 29dB - I bought mine on this basis for use when shooting indoors. The one drawback is that they're not low-profile by any means, and they may interfere with your cheek weld depending on your body and your technique.
