Obviously the way she worded her statement is stupid, but in fairness, there have been an awful lot of people hurt/killed by guns that were allegedly "unloaded" by neglectful/incompetent users.

That's one of the key reasons why we "treat guns as if they are always loaded".

My favorite is when he goes to handle the carbine afterward and all the kids shout at him to put it down.
