My department recently applied for an equipment grant. We initially applied for a federal grant to hire another full-time officer but we were denied. Along with the denial letter, was a list of other grants we could apply for. One was a $10,000.00 equipment upgrade grant.
My partner and I spent a few night shifts filling out paperwork (him more than me) and we wrote the grant for new two way radios and patrol rifles. Several months later, we received a letter that all items listed in the grant were approved and a check was in the mail!
Now I had to sell the rifles to my Chief and the Council. Luckily for me, I had a proposal written a few years ago to explain the use and necessity for a patrol rifle in our jurisdiction. The hard part was explaining to the Chief that Bushmasters were not going to cut it. I got lucky when he asked me what I would buy if I wanted an AR type rifle. Well the obvious first choice was BCM. My Chief gave me his blessing and $4000.00 to spend.
I made a few emails to Paul and he and his staff responded within hours and I had all the proper forms either emailed or faxed to me the very next day!
Four days later, I received this!

The rifles were packed in plastic and there was a beautiful hat and a pile of stickers included. I was very impressed with everything including how the product was packaged.

I unpacked the rifles and Eotechs and inspected them for damage. Of course they were perfect! I mounted the red dots and noticed that they needed a riser to get the proper co-witness that I wanted.

I then began inspecting the craftsmanship of the rifle. I have built all of my personal rifles and I haven't purchased a rifle out of the box since I bought a Bushmaster in 1995. My attention was drawn to the castle nut and the way it was staked. It looks like some type of automatic punch was used to stake it.

next, was the Gunfighter 4 charging handle. These things should be the standard in ANY AR/M4.

I asked Paul to put a rear sight and some Magpul accessories. I asked him to add a MOE grip,stock and an ASAP plate. I thought that I was bugging him but he replied to that email request with a "no problem"!

I broke the rifle down and inspected the BCG. The machining on the carrier and the gas key staking was perfect and the bolt was marked HP/MP and the proper extractor spring was present.

The feed ramps were nicely cut into the upper receiver.

There was an H buffer and an F-marked front sight post.

The barrel was marked HP/MP and 1/7.

There is BCM plastered all over the rifle but the way this rifle looks, I'm proud to display the rollmark! The big block font looks really cool too!

I took each rifle to the range and sighted the irons and red dots at 50 yards with 75 grain Hornady TAP. Before sighting them in I ran a few hundred rounds and both rifles ran flawlessly. I only wish that we could have installed these rifles in the passenger compartment instead of the trunk but due to the setup of the vehicles, the trunk was the only option.

I think that I am lucky that I work in a smaller police department that has the ability to purchase a small amount of higher quality equipment.
Kudos to Paul and his staff for making such a quality product and making it so easy to do business with! The quality and craftsmanship of the rifles and the quality and professionalism of Paul and his staff have gained a lifetime customer.

I use an LT-110 under my EoTech, for a perfect lower 1/3 co witness, and QD ability. Also, what slings are you going with? I use Vickers 2 points and BFG Victory slings on almost all mine.

Don't forget to put some lights on if you can. A light on a long arm, especially for duty use, is essential.

Glad to see you got those rifles! It really, really makes me angry when you guys do all the dirty work and are equipped with less than battle worthy tools. Good on you guys!

We have the MS2 slings. I'm a bit of a Magpul fanboy. I had to go with the YHM risers to keep within budget. They are fine for this application.

Surfire G2s and Vtac mounts are ordered. I have to play with the lights and mounts so that they fit in the gun mounts.

Mine is still using M16A1'a minus auto-sears and some bushmaster m4geries. What I wouldn't give....

The irony of this is we were denied for 2 .mil M16s last year. Well the very week we got the BCMs, we received a letter stating that they will be sending us 3 M16s. I already have approval to put BCM 11.5 uppers on them when they arrive. The Chief was very impressed with the BCMs and not much impresses him! :rolleyes:

What's sad is when you go to training with your neighboring larger department brethren they'll think YOU have a no-name carbine since it's not a "quality" :rolleyes: RRA, Bushmaster, etc.

Funny you say that.... I actually work part-time for the neighboring department. I am involved in their patrol rifle training. The good thing about that department is that you have the option of using the department issued Bushmasters or your own personal rifles. I carry my own and I have built a few for the other guys. The guys that know their stuff carry their own and laugh at the Bushey shooters. My full-time department has strict rules about the weapons. We have to carry what is issued. Luckily, I get to pick what is issued. :D

Another little suggestion. You may have thought about it already.

Since these are new guns I would try and create some type of log book for them. See if you can document things like round counts, malfunctions, etc...

This could help in the future to justify more purchases of the same stuff as well as using it for a baseline to compare against those "other brands".

It would also make the basis for a good future article. ;)

It looks like you are using the ATT Tactical rack in the trunk of your patrol vehicles. I you could please let me know how long you have been running that rack and what your impressions are of it I would greatly appreciate it. My PD is also considering that exact rack. BCM customer service is 2nd to none.

Those rifles will serve you very long and well I'm sure.
I think I'd mount a light on the MOE handguards using the Magpul rail kit and a VLTOR G2 ring with a G2 Surefire.

Also: The Gov't M16s are almost always in very good to new condition. I worked on some for a local agency and they had Colts and GM Hydra Matics. Another local agency got Colts and H&Rs.

Great choice of ammunition. The heavier stuff will give you much better barrier performance than the 55gr stuff many Departments don't know better but to use and the I've seen first hand that TAP ammunition has very superior terminal affect.

So my question is, are you guys going to rock the BCM hats on patrol? :D

And are you getting the LED's for the G2's? That will help with both run time and shock resistance.

The racks are from TuffLoc. They were $180.00 from www.chiefsupply.com. We replace a vehicle every 3 years. When we get our new vehicles, they will go in a dual vertical rack in the passenger compartment. My car is a year old so I will have to deal with the rifle in the trunk for 5 more years. I have my Scattergun Technologies 870 up front with me. Not a bad trade off.

Great looking additions to the department Cory! Other than the 3 M-16 are there more on the way for you guys?

We only have 3 patrol vehicles. I would like to go with 11.5 uppers on these. I'm not sure if it's going to happen. My plan is to equip the third vehicle with one of the 16s. Most likely just add a carbine stock and a BCM mid 16 upper so it matches the existing ones. The other one will go with an 11.5 upper for me when I go to ERT (soon I hope). I'm sure the third will sit unmolested for a while. We do a great job with budgeting here so after about a year or two, we will be fully equipped with a patrol rifle for every full-time officer. You can gaurn-damn-tee that they will all be BCM uppers!

I have an XPS with a YHM riser, and the irons are all but inaccessible with that setup (a lower 1/16 co-witness?). Can you actually use the irons with the sight on the riser? I'm just curious as to whether there are variations in the mount and mine is taller than it should be. From my research, the YHM is .3" tall, the Larue is .275", and the ADM is .25". I'm planning on the ADM mounted backwards (if that will work) to get the XPS as close to the rear as possible.

I took the YHM riser off. I would rather deal with an absolute co-witness than have irons that are as useful as an appendix.

Nice! Good to see you guys getting new gear! I just spent $20K on new barreled upper assemblies. Paul was good with his email response also. They must be busy cause I could never get anyone on the phone though. Hard to get all your questions addressed via email tag especially when funds get approved and you only have 2 days to submit your paperwork.

Yes, the YHM riser is a bit high. I can use the irons. I figured the irons are rarely going to be used so I just kept them on.

That is the sight that I wanted originally but they were out of stock and I had to spend the money by a certain date or loose it. I had to go with the XPS and a riser. I couldn't find an EXPS to save my life! I wanted T-1s but I got laughed at.

You have a good point. The way the gun rack is designed, it looks like it will break away from the vehicle and the rifle will be supported by the rack in the event of impact. I keep my bag with my OTV and Kpot on the top shelf in the trunk to keep bullets from flying into the passenger compartment. :neo:

NICE WEAPONS :)

I run a old Eotech 551F & ARMS 40
It sits on a rack grade LMT M4
I dont use a riser.
I havent ran into any problems useing a dead center cowitt & a fixed FSB

So you might try it at the range a few times

For me the Front Sight doesnt get in my way at all

I still dont get the 1/3 cowitt
And yes
I run a Larue canti lever / ML2 on my goto Defender 2000 M4

I had the new BCMs out the past 2 Fridays for training and qualifications. The first Friday 4/8 it rained like a tall cow pissing on a flat rock. Both rifles ran flawlessly and I oiled them up nicely after training. The second Friday 4/15 the weather was very nice. We ran a total of 1500 between the 2 rifles without a hiccup. The rifles seem to be getting more accurate as the break in.

It's nice to see that some of the agencies around here get some good toys for the tool box. It's unfortunate that the largest municipality in the valley and the one with the highest crime is still catching up.
