#1 Do the loads above use the same bonded bullet?

#2 Also Doc I seen you list the Fusion 62gr that looks like a 64gr GD
Have you tested the Fusion load? I couldnt find it.

Considering they are the same bullet, does an increase in velocity really make that much of a difference with the TBBC?

Also which would you consider better, the TBBC XM556FBIT3 or the Winchester Q3313/RA556B? Is the Win load also a SP or is it a PT?

"Considering they are the same bullet, does an increase in velocity really make that much of a difference with the TBBC?" Yes, it helps increase effective range--especially with shorter barrels and shoots flatter; there is really NO reason not to run 5.56 mm if you have properly built rifles.
