I found this article at The Telegraph asking why there is no looting in Japan.

Compare to New Orleans after Hurricane Katrina. The Japanese don't have large numbers of welfare bums & Democrat voters.
There was some reporting about how there was very little in the way of looting and other crimes in the Gulf Coast of Mississippi after Hurrican Katrina and I will be my bottom dollar that those areas have more Republican voters than Democrats. Thus less felons and welfare bums.
