What tool/tools should be used and what should I use to to cover and protect exposed metal?

This is just how I would do it:
- I'd cut it off with a hand hacksaw with a good Lenox blade.
- Hand file the rough edges and any uneveness.
- Sand it smooth with different grades of Emery cloth.
- Use Brownell's parkerizing to touch it up.

Never was crazy about grinding or cutoff wheels on guns.
Never know what kind of heat-treatment something has that a power tool can easily ruin.
Plus, I could probably cut it off with a hacksaw quicker.

But maybe it's just me...

You can use an angle grinder to "knock off" the lug then finish it up with a Dremel tool. After that just apply a bluing agent to the exposed area and presto.

I second ucrt's method. Definitely use a hacksaw and go slowly, you don't want to slip and cut into the barrel. This is the way I did mine.

Yes. You can also smooth it out with a big file too.

Might buy a BCM muddy upper this Summer if funds allow. They don't take off lugs. I can't have one in NY. Is have to choose between an upper with fsb and grind the lug, or an upper with no fsb, long rail and gas block. Is rather do it myself if I can than pay shipping and fees to have someone else do it.

Do a search for cutdown FSBs and you'll find the info and probably some good pics as well. The info is out there, you just gotta look for it. When I cutdown a FSB, I simply repainted it with some high temp paint (I think I used BBQ paint) and never had any problems.

Adco just "removes the ears from the lug and re-finishes". For compliance this would seem to be the easiest approach in my opinion. A minute with a grinder and some cold blue would be all it would take.

Cut with whatever tool you're comfortable with- hacksaw, die grinder or reciprocating saw. If you're concerned with metal dust & chips getting into the action, cover it with some rags and masking tape. Use green or blue tape as they are easier to remove than the tan and leave much less residue behind. To protect the surrounding parts in case you slip, wrap things up in a few layers of tape. If you have it, aluminum "speed" tape works better than masking tape. Use small cuts with the power tools to keep your heat problems down. Some cutting oil will help with the saws but isn't necessary. Have a tub of water handy to keep things cool. You can either cut with the FSB still on the barrel or remove it to keep chips out of the rifle and to prevent damage to other parts if you slip

NY law if your lower is not pre ban no bayonet lug allowed. We can’t have guys robbing banks and snatching old ladies handbags at bayonet point it just wouldn’t be civil.

I live in crappy ass NY too, and this is what I did. Didn't take too long, I used my dremel with a grinding wheel and finished with some files then cold blue
