I live out her in CA and were not as lucky as other states so we legally have to use ten round mags which brings my question who makes quality ten Rounders

Magpul makes a 10-round limiter (http://store.magpul.com/product/MAG281/22) for their 20-round Pmags. That's the extent of my knowledge on the subject.

I have been using 30 round non-windowed Pmags with blocks in them. To stay completely on the safe side (legally) you may want to glue the base plates on (although that is debated by some). So far, they have been completely reliable, and at around $20 each, not too expensive.

Based on my limited knowlege and experience with them, I see no reason why the blocks would affect reliability.

Calguns.net is an excellent resource for staying legal in CA.

In California they must be permanently modified to fit 10 rounds only.
