Who, out of the companies that sell stripped or complete lowers would be the best choice? Is there an informal chart or list of 7.62 gun uppers and lowers that are considered "top shelf"?

I have been reading up on this too. there seem to be conflicting opinions on every brand out there. I would like a good serviceable rifle (without the "gun bling" that shows up at the classes)

This vendor has a great excel which you can add to as you research:

He recommends Mega. Budget would be Tactical machining.

Of course first you need to decide: Armalite or KAC/DPMS pattern.

The more I look into it, the more I realize it might be easier and cheaper to go the LMT route.

Or you can go the Larue PredatAR route, for $2400.

That Larue rifle is hott!

Its expensive, heavy, but looks like a solid settup

I have no idea from where you are coming with that, however it is comparably priced with LMT and GAP, and significantly less than KAC, so that makes 3 solid 308s at the same price.

And it's way lighter than the LMT...

From Rainiers page on the Mega

"The MA-TEN billet receiver set will accept ALL DPMS & Knight Armament parts. All Armalite parts with the exception of the barrel nut, and magazine".
