b) it is a proposal from a mayoral candidate
c) it has not passed

Actually just briefly skimmed during some multitasking sorry.. Even if as a proposal, still, floating a balloon?

Maryland has preemption, so this law has no chance of passing, nor will it have any standing if it does (somehow) pass. I only know of one LEO shop in Baltimore that sells ammunition.
