Can any one tell me what the purpose of the top of the rail system being abled to flip up after being unscrewed????

Does it give you access to your gas tube or barrel ?
Does it only flip or is it removeable?

1.No not really only access i can get is threw the smaller circular holes on top

2. And from what i can figure out its only flip

IIRC you can turn that section over to mount a peq2 laser
