plastic clip bungee straps

does anyone know where I can get these bungee weapon straps witht the plastic clips in this picture? http://militarytimes.com/blogs/gearscout/files/2010/11/CTOMS_0787-mt.jpg

Tactical Tailor doesnt make them anymore with those retaining straps, they just use velcro straps now.

I think that was the prototype model. I think they got rid of them and went with straight velcro because it was cheaper. Not sure where else to ask/go about them though.
