I can't tell if the above purchase is for an FMS customer or not. I would have thought that the 870P would normally be purchased instead of the Express?

It's for "QTY 10EA", same number of M-24A2's. Some nitch contract for non-standard weapons. Could be just about anything, but "Army" is a big leap. They have already by passed the M-24A2 for the M-2010, so there is not anything to be read into this.

You would be surprised how many agencies try to save $100-200 by buying a commercial gun.

From my limited experience in the federal government, such is not the case at the federal level. Of course, it may just be my agency. Our shotguns are Wilson Combat modified 14" 870 Police Magnums. Our AR-15s are all Colt M4 carbines, and our issued pistols are HK P2000s. We have pretty nice body armor, too. I'm thankful that of all the places they may skimp or cut costs, our lifeline is not one of them.

The 870E vs 870P is horribly outdated.

The only real differences these days are the trigger guard and extractor regarding 870Es with extended magazines.

Which agency is this?

And it should be pointed out that big army is entirely different than a federal agency.

Not to dime .45fmjoe out, but I'm willing to wager that Wilson named one of their flagship shotguns after the agency.

We may work for the same agency...those are all of our primarily issued guns. We also have HK UMP SMGs, which nobody takes out. We also have FN 303 non lethal launchers and the SK version of the P2000 for plain clothes people. Our tactical team has some other equipment such as PEQ 15s, a modified (I think) M14, and some other ones I'm not thinking of.

Those who have been in long enough can opt to carry the HK USP in lieu of the P2000.

ETA: I'm not sure about our 870s being modified by WC. They are 14" 870 Police Magnums though.
