Dutch Army. Looks like a common rail system for M16A2s and M4s. Can't make out how it attaches:

Rifles also look like they have improved safeties and mag release buttons.

I think youre right. The third photo shows that it is some type of monolithic upper. What's interesting though is that, from the first photo, it looks like it is primarily a CAR length monolithic upper and the FDE extension simply bolts on to make it rifle length. Another is interesting part I would like to find out is how it in mounts the barrel. Back to the third photo, the lower rail doesnt appear to come off. Looks like the side rails/panels in FDE do instead.

Looks like a CAA stock. No buis used in any of the pics and the upper looks like some kind of billet design. The lower rail has a sort of hook / handstop type protrusion from the bottom rail and the FDE section bolts onto the rifle gas length weapons.

Didn't DIEMACO make the M16s for the Dutch? Could this be a new monolith from them? Or maybe the Dutch produced it themselves?

I wonder how often that rail piece on the stock gets used. And what would one use it for really ??

It's a proprietary Diemaco design...and not much is known about it. I remember seeing the pre-production photos a few years back, and it doesn't seem like they changed it since then.

This upper is unique to the Dutch government by Diemaco...unless they also decided to start selling this combo to other govs too.

I don't remember the original pre-production using the CAA stock, I guess they added that in later.

I remember hearing about this awhile back, its Colt Canada's IUR (Integrated Upper Receiver). It took part in Norway rifle trials, which the HK416 won. Its called the C8IUR.

Have either of you ever served in the military?

After forming the platoon/company/squad/whatever, the command Inspection Arms is given, you raise the rifle to port arms, pull the charging handle to the rear while locking the bolt back, then lift it above your shoulder to observe if the chamber is empty then return to port arms.

When Port Arms is given, you close the bolt, pull the trigger with your thumb and close the ejection port cover.

Then you march. Close order drill requires the rifle to not be on safe.

Oddly enough, yes. Long enough to to have glanced at 22-5 once or twice and be generally familiar with inspection arms as well as know that the M16/M4 cannot be placed on safe unless the weapon is charged. Although retired for awhile, I don't ever recall coming to inspection arms prior to marching with a rifle or seeing that it was required anwhere in the FM. That could be the case and maybe my memory is bad. It's been a long time since I did any close order drill.

So, does that sufficiently answer your query?

Sorry, I should have been more specific. Did you serve in the Marine Corps?

When forming up with rifles, the commands given would be:

Fall in
Report
Inspection Arms

Always.

I have no idea if the other branches do it the same but thats how it has always and will always be done in the Marine Corps. In any case, we are getting a bit off topic.

This is just for future knowledge and is in no way meant to belittle you. Marching with the safety off is entirely appropriate.
