If it were not a FSP rail, say a 12" DD Lite, would you still install it free of charge?

Yes, but you would have to pay for a low profile GB. This is why it is better to go with some form of FSP model.

I'd sure like to see more 16" and 14.5" LW uppers complete with FSP around...

Both of my 14.5's were ordered with FSP's. I much prefer them over a flip any day. On my 14.5's I consider my irons my primary and if I choose to run a optic it is a secondary. Unless I am running a magnified optic my irons stay deployed which is why I prefer the DD design over the Troy......

Is a 14.5" std weight as LIGHT as a 16" lightweight? Tx.

I'm not familiar with Quentin Defense (which is the upper and lower pictured correct? ) but that sure looks nice!

I don't know, I'm sorry...
but I will say that it feels very light overall and handles beautifully due to the carbine gas (moves the 5oz. FSB 2" closer to the rear than a midlength) and the 1.5" of barrel weight removed from the front.
as you can see, with the 12" FSP rail my grip is fairly far forward and I run my stock very short. this moves the overall weight of the rifle back toward the rear. the weight is now very much "between the hands". it's very handy and feels much lighter than it probably really is...
