Stumbled upon an article regarding Sheriff's being the highest law enforcement official in a state (see link)

It's a long read, and there are other conflicting sites out there that counter a lot of what is said.
My question is, does anyone know anything about this website in particular? Are the looney toons?
Either way, interesting concept, I wonder how far that could go with the ATF/NFA
