Found a "factory" Colt 5.56 SBR. Am I correct in thinking that since this is a registered semi-auto SBR, all I need to do is fill out a form 4 and pay my $200? No need for engraving?

Correct. If you buy a colt factory sbr(or any sbr that has already been registered) it needs to go to a dealer via a form 3(tax free) or form 4(if going from an individual to your ffl across state lines). They do a form 4 with you and you pay the 200 tax. That or you get someone local selling one and you do a single form 4 from them to you.

Short answer is yes. You aren't manufacturing anything, you are doing a transfer.
