Bought a couple packs and pouches from a local shop and this stuff was in the bottom of one of them. What are they?

The thing in the middle looks like some kind of rail mount.

What type of light does the switch go to?

The one in the middle is a NVG mount. Idk what the others are.

The middle is a PVS14 weapon mount, not sure about the other two, the right is some sort of pressure switch, kind of ancient looking :p

The one on the left is a pen flare launcher. The middle is a rail mount for PVS-14s. Looks like the one on the right is a tape pressure switch for a light.

Pen flares (the actual flare) are a controlled item right?

Negative....if anything would be restricted it would be the flare launcher.

Pen flare launchers are considered "signaling devices" by the ATF and are not regulated. The flares are the same as any other flare that one might use like the ones that come in an automobile/plane/boat emergency kit. The pen flare launcher fires any 26.5mm flare.

I use this MK31 Mod 0 as a tactical paperweight:)
