I need some help, I have a new ny compliant flat top. Welded on brake etc.. I would like a front hand guard/quad rail that comes out flush with the front end of the gas block. Since the muzzle brake is welded on,and the gas block can't be removed, I guess a 2 piece is needed. Also it would need to fit over the hand guard cap, the thought of taking a angle grinder to it doesn't give me a warm fuzzy.(this was done by a local hack shop!) Does any make some thing like this? or am I out of luck? thank you.

Kind of need to know what make and model your rifle is. Barrel length, gas system (carbine, midlength...)

Pics maybe

if you post a picture of the gun we'll be able to give you better advice.

Barring that...

The Daniel Defense Omega (https://danieldefense.com/rail-systems/omega-rail.html) rail is designed to install without cutting off much of anything. Downside is that depending on what gas block you have it probably won't fit over it (the Omega is pretty tight around the barrel).

The Centurion Arms rails (http://centurionarms.com/index.php?option=com_content&view=article&id=123&Itemid=154) are a two-piece but it will require that you cut off the delta ring and springs (which isn't a big deal). Plus side over the Omega is that it will fit over larger (but not excessively so) gas blocks.

There are others, but these are the only two I would consider.

I was hoping to find one that might have a notch to go around the gas block. Dunno.

Since you want the rail to end flush with the front of your gas block, your best bet is the Centurion C4 rail with the carbine FSP cut out. It looks like this: http://centurionarms.com/index.php?option=com_virtuemart&Itemid=177

You will have to cut the handguard cap and delta ring assembly off with the dremel or angle grinder as you mentioned the "local hack shop" doing. There is nothing wrong with this procedure unless you want to go the more costly route of destroying your permanent muzzle device to remove it, removing the gas block, and attaching a new muzzle device. People successfully remove the handguard cap and delta ring assembly on their own without a gunsmith. The C4 rail attaches to the stock barrel nut. Here is an example of somebody that did this on their own: http://www.youtube.com/watch?v=XL12MQGQrPc

Honestly, you probably would not want a rail that rides over the handguard cap, because it will require the rail to have a huge inner diameter. I'm not sure that there are any on the market that are designed to fit over the handguard cap. The most "drop in" free float rail is probably the Omega that somebody else mentioned, however it will not extend over the handguard cap and gas block.

You'll definately need a FSP cutout rail with that tall gas block. I also recommend the offerings from Centurion. The carbine cutout would be ideal.

If you're going to put a long rail on it why not grind down the gas block to fit under your choice of hand guards?

Yeah, if I have to do machining anyways, might as well.
