Will a Gen 3 upper half work with a Gen 4 frame
?

If I recall correctly, the answer is "no" due to the difference in the recoil spring assembly between Gen 4 and the previous 3rd gen.

Best to check with a Glock armorer on that. However I remember this question being asked on Glock Talk and that was part of the response.

there are different parts and functioning pieces in the two weapons. i would not advise interchanging the two.

The locking block is different. RSA is different. I think the barrels are exactly the same but I could be wrong.
