I assume that fingerprints are batch-shipped to the FBI for processing a couple times a week. Depending on where you were your prints might have been at the bottom of the stack and his above. His would then be pulled and processed before yours. Complete, groundless speculation on my part. I know they batch-ship outbound forms back to us though, so it would make sense.

The NFA Agent that I spoke to on the phone said that the average time right now is 5 months, so I'm probably looking at the first week of March. My forms should be in my dealers hands the week I get back from Afghanistan. :D

I don't know if I would lump the office cube employee in with the political leadership of any govt organization. I suspect the problem is that the number of applications exceeds the number of examiners. The people looking over our paperwork have no control over how many examiners ATF hires. Given the current political administration, I imagine that any thought of hiring more employees, so we can buy more guns/cans/etc. is not high on the list of things to do.
