No idea but bet it's not for use as a rifle scope.
That scope came off of a old Criterion 400 forestry survey laser, used to measure the diameter of trees.

Wasn't made by Leupold or the modern reproduction company mentioned in the wiki entry.
Something I found interesting from the ranger's tour was that the front sight on the fire finder was a piece of horse tail hairs since they still had plenty around in use.
