From what I gather Dec 31 the age limit starts, July 1 2019 everything else starts.
A couple of things, stripped lowers don't seem to be part of 1639. So I guess buy away. Second, out of state purchases aren't changed. So us down south on the border have it easy, just go to Oregon, skip sales tax and no I-1639 worries. I keep hearing weird things about pistols, however pistols were not included anywhere I could find in 1639. I do know that due to NICS telling the state to **** off Washington FFLs can no longer use NICS for pistol checks if you have a CPL so no more cash and carry for pistols after July 1, 2019.
