The PP's remark about banning loaded rifles in your vehicle had its start with antipoaching laws is likely right.
Some gun laws make a whisper of sense if you can ever figure out what problem the authors thot' they were solving. ;)

Yes I’m quite sure concerns about poaching are behind those laws in Maine, we historically have a bit of a poaching problem in this state. Lately however the prohibition on loaded rifles in vehicles has been repurposed as an important safety measure to protect law enforcement personnel, because playing the “protect cops” card was a common tactic among the anti-gunners in this state.
