I believe mine originally had just a roll pin to keep the end cap from rotating.
At a later date I tapped the hole and installed a 12-24x1/2 cap screw to secure the end cap.
How did they secure the handguard cap in place with no gas tube? I though about tapping the gas tube port in the FSB and using a screw but open to other ideas.
Thanks!
I have a Colt SMG parts kit. The handguard cap is secured by the fsb. The fsb holds it in place against a step in the barrel. The barrel is slightly larger in diameter behind the handguard cap no need for gas tube screws etc.

But what keeps the cap from spinning?

It’s tight enough that it doesn’t spin freely. The handguards also help.

This is a Colt SMG upper. No roll pin no need for it.
