You're correct in that the difference between an SBS and a shotgun-like AOW is that an AOW can't have a shoulder stock. But to say there aren't any AOWs that can have a shoulder stock is incorrect. For example, if you shortened the barrels on a Springfield M6 combo gun, it would be an AOW because it meets the "weapons with combination shotgun and rifle barrels" clause of 26 USC 5845 (e).
It wouldn't be a short barreled shotgun, because a shotgun can't have a rifled barrel. It wouldn't be a short barreled rifle, because a rifle can't have a smooth barrel. It's obviously not any of the other categories of firearm, and it's concealable, so that makes it an AOW. But anyways like I said, the definition of an AOW specifically refers to "combination guns" like the M6.
