I plan to spray paint numbers on my PMags (stencil). What type of spray paint works best? I'm looking for something that doesn't run, sticks well and doesn't leave a sticky texture? I was thinking Krylon.

I used Krylon for plastic on my trash cans. It worked great and hasnt peeled or chipped yet.
I use an Elmers paint pen to number mags.
Whether or not the paint runs depends more on how heavy you spray the paint than on what brand of paint you get. I think most people here, myself included use paint pens or markers to mark our mags.
Krylon is fairly popular for those that want DIY paint their rifles/accessories, so I would imagine it would work fine for your mags if you are wanting to spray paint.

I agree most people including myself just use paint pens - Elmer's or Sharpie paint pen.
What's the purpose of this? To know what ammo is in it? Training?
If you want it to stay use Brownells Alum-Hyde.
If you start getting magazine related problems you know which one it is and you can ID it as a bad mag and toss it, repair it, or delegate it for training to work on malfunction drills.
That and some people just use different color paint or they stencil their initials or use colored tape to mark them so during a class you don't get all your mags mixed up with everyone elses.
I use a silver paint pen and stencils on mine.
Works fine. If it eventually wears off or something just re apply.

I use Kylon Plastic Primer. It is designed to adhere to plastics, and it is naturally flat white matte finish.
When using stencils, you'll have to overlap or trim the extra space between the numbers. Pmags are only so wide...
