converting AR to manual operation

as some of you know, tomorrow, the California state legislature is to vote on SB249. :mad:
if passed, could outlaw the use of a bullet button on an AR platformed semi-auto rifle; it would declare it to be an "Assault weapon" under California law. :mad:
that brings up my question:
if i wanted to convert my AR to a MANUALLY OPERATED rifle, that will comply with California law*, is it practical to have the gas port in the barrel welded closed? that would PERMANENTLY end it as being a "Gas operated, semi-automatic" firearm; i would have to cycle it manually each round.
along with that, i plan to remove gas tube and permanently block the gas tube port in the front sight base. (i have the standard A2 sight system for the M4) and, if necessary, will remove the part on the bolt that the gas impinges on to drive the bolt back.
so...once in place...(the modifications) would allow me to fire a round, pull back on the charging handle, eject spent cartridge hull, release it to feed another round from the magazine...repeat.
i like the AR platform VERY much and want to retain the ergonomics of it. it is my belief that the AR platform is the best to come along since the invention of the lever action...if i have to utilize it as a manual operation...so be it.
*NOTE: i'm NOT asking legal advice...i'm asking about the mechanical modifications and if they will work.

my wife and i often visit AZ...(mostly Yuma). we have traveled and hunted throughout the state extensively and we dearly would love to re-locate to there...however...right now it's not practical. :blink::(
i was at a gun shop in Prescott recently and i overheard a salesperson tell a customer: "You may LEGALLY buy ANY gun made, in Arizona...to include silencers, full auto and 100 round magazines, if you wish." :)
currently i have BA, tactical, EBR's ranging from .22 lr up to the 7.62x51/.308.
since purchasing my AR(M4 with heavy barrel, wylde chamber and 1:9 twist rate, etc.) a while back...i've found my preference has swung toward the AR(M4) platform; i wish to keep it even if i have to do stupid things to it to pacify the state of Kaliphornia. i can live without semi-auto, if that's what it takes.( i am no longer a combat soldier or someone who has a need for semi-auto. BUT...i do NOT advocate outlawing it!)
i believe the AR platform is the best development for ANY style shooting a person could want to do: the pistol grip, magazine location/operation and overall comfort...i was trained with M1 Garand and M1 Carbine while in the service...:big_boss:
incidently...i use the A2 sights and buttstock configuration
my 7.62x51/.308 weighs in at 14 lbs...:eek:...not very practical to 'tote' around...unless i figure i'm going to be shooting 500yds+ and sitting in one place for a LONG time: most of the shooting i do now is less than 200 yards.
and, last but not least, i, like many, have lots of $$$$ tied up in it.
