Title 1 - there are tons of uppers that are nice and will do, define what you intend to do with it more and the answer will emerge.
When AIM was running DD V5 uppers for under that price that would have been an instant recommendation, and it's still worth looking at the Rainier Ultramatch setups with a light handguard of your choosing.
Obviously any BCM factory option makes sense, and if you can pick up a used Colt 6920/6720 upper that budgets you almost enough to attach a Centurion C4 FSP handguard to install yourself.

I would go BCM. Just because with the success of mine, which is my first built gun, I am afraid to change to something different. :p
I, honestly, was thinking of buying a whole new rifle based on this election:D, excuses! Instead, I spent my money on what I thought was wiser, for me, it may not be for you: I got a Remington 870, with accessories and ammo, and a new trigger, bolt, bolt rebuild kit, firing pin, cam pin, for my AR. I thought that having two rifles would be too much for me, so I got spare parts to keep mine running for a long time, and it was still cheaper than buying the rifle configuration I was looking at.
That may be all you need, but if you want a different rifle for a different need or job then buy a new one. But consider getting spare parts for one or both.
