It's only issued out with the IAR, and then only if the weapon is new. I've seen units getting them issued with the old 3pts because people steal the VCAS sling.
While some units purchase them before deployment, they were never officially issued as this is barred by the MCO on marksmanship. I talked recently with some of the people involved with the weapons procurement program and they want to make the VCAS sling the standard, but nothing official has happened yet.
Just to add, many units in various branches issued butt stock mag holders. As already stated most are used by fobbits because they are required to have a magazine with them at all times on the FOB's and do not rate pistols. The SeaBee battalions are issued Specter or London Bridge mag holders and pouches. Those that stay on the FOB's use them. Those that live outside the wire generally loose them as they are a PITA on a rifle that is carried and may be needed. The issued 3 points are from several manufacturers and may be black or tan and generally include attachment devices for fixed or collaspsible stocks and rails or handguards. Sort of a cheap Blue Force Gear contractors kit.
