I understand that, but they won't sell me an M4 or M16 and I'm just wondering why they won't state anywhere on their website that their AR-15's are built to the same specs as the M4's and M16's.

LOL. Yes they will. It is called the LE6920 (16" version) or AR15A4.
To put in simple english, they don't need to because they ONLY know how to make the M4 and M16 ONE WAY. That way is to follow THEIR TDP.
If you think about it, in order to have two or three different quality of guns, you would need totally different assembly lines (each with their own parts bins). This is nearly impossible to pull off and eventually you would end up putting cheap parts into a gun that was destined for the Military. To avoid such a problem, all the parts are the same.
I know you are looking for a black and white answer, but to be honest, the answer to your question is right in front of you.

Go out and buy something that was reverse engineered to emulate a Colt.

Numerous people have already answered your question. Why are you rejecting their answers? And yes, I run Colt's too and have for years. Issued and personally owned, understand about the TDP and why it can't be published.
What's driving you to question Colt's materials so deeply that you want to keep beating this horse?
