Depending on when it was made, they have tight chambers. We had a guy in one of my classes who had one that was blowing primers alot.

Curious... You said reloads. Is it possible that they weren't full length sized & fire formed to a different chamber? Could that be enough to seize a round in an already dirty and/or tight chamber?
I know this doesn't help with your problem at hand but if it's possibly the cause, maybe it can prevent future issues.

If it were mine, I'd heat the barrel up with a torch, try to pull it out with locking needle nose pliers, heat it more, pull again, more, pull. Then go for the rod. Screw it, it's garbage as it sits now.

WD-40 or other oils won't reliably get past a seated primer. You're going to have to drill it out. The key is drilling very slowly with little feed pressure and coolant flooding both the cartridge/primer and drill bit.
Make sure that there is a 100% reliable safety barrier between the drilling operation and anything/anyone that cannot tolerate being blasted with stuff just in case the primer ignites. In other words, don't even think of using a hand drill.

I am inclined to agree with Iraqgunz. These hand loads have been used by various members of our club and there has never been a problem.
Please note: for those suggesting to tap the cartridge out from the muzzle there is already a rod broken and stuck in the barrel, any further force is likely to compound the problem.
I have it soaking in Kroil now and will try to very slowly drill in through the rim or slowly grind the rim down until I can drill through the side of the case. Then more Kroil. Then try to remove the primer and go from there.

Put it in the freezer for 30 minutes then use a wood dowel rod and tap it out.
