Can I ship a complete lower receiver to an FFL through USPS? Would it be considered a long gun or a pistol?

It sounds like if it's within your state you can mail to an FFL but if it's to someone out of state you probably have to take it to an FFL near you and have them mail it for you, for a fee I'm sure.
I'm not 100% sure on that so you might want to check the BATFE laws and ask USPS if you can ship it.
I don't know. It doesn't say anything pertaining to my question of if a complete lower is considered a long gun.

Read the regs. You can mail to an FFL, just be sure to comply with the requirements.
If it is a complete lower, then it has a stock If it has a stock, it is a rifle.
My FFL says it's an "other" not a rifle or handgun, so even if it has a stock it is not a rifle if it has no upper. He sounded unsure though, so I still don't know the answer.
