It sounds like if it's within your state you can mail to an FFL but if it's to someone out of state you probably have to take it to an FFL near you and have them mail it for you, for a fee I'm sure.
I'm not 100% sure on that so you might want to check the BATFE laws and ask USPS if you can ship it.
I don't know. It doesn't say anything pertaining to my question of if a complete lower is considered a long gun.

Read the regs. You can mail to an FFL, just be sure to comply with the requirements.
If it is a complete lower, then it has a stock If it has a stock, it is a rifle.
My FFL says it's an "other" not a rifle or handgun, so even if it has a stock it is not a rifle if it has no upper. He sounded unsure though, so I still don't know the answer.
Folks ship stripped lowers to FFLs by USPS all the time. Just make sure that the FFL you are shipping to will accept shipment of firearms from non-FFLs
It is in one of three conditions.
It has a stock, then it is a rifle.
It has a bare receiver extension, it is then a pistol.
It has no receiver extension, it could be either, it is "other".
USPS only cares about pistols. Fill out the paperwork and mail it.
Don't know the answer to your question, but when I wanted to ship my G21 receiver completely stripped (I mean everything on the receiver that could be removed was removed) for stippling had to ship FedEx as a firearm. USPS would not ship.
G21, as in Glock? That's a handgun, read the regs.
USPS has forms to fill out, and non-FFLs can ship rifles and shotguns to FFLs. Handguns, you can't.

Postal regulations prohibit the mailing of concealable firearms. Case Law has concluded a 22 inch OAL SBS is a concealable firearm.
Current regs the way I read them (above) define a firearm as something that expels a projectile. a lower alone does not do this.
AFAIK there is no form to fill out. Only FFLs fill out the 1508 form, which is apparent from the text: "The undersigned is a manufacturer of firearms or bona fide dealer therein..."
From what I read shipping a rifle is good to go via usps. Quick hint from experience, despite the legality do not mention that it is a firearm to the postal worker.
