Correct. In fact the ones that seem to come loose are the ones that use shitty blocks (like aluminum, no threadlocker, no dimpling, etc..)

There is another thread out there similar to this one. I had the same issue as the op but ended up successfully removing the set screws. Twisted several Allen keys into spirals prior. I did not find bob smith uncure sufficient by itself. Next time I will start with a 24hr soak in uncure. Then put the hobby torch to it to about 415* farhenhight (checked with laser thermometer) and torque it off with a quality 3/32 hex 1/4" drive bit in a t-drive.
